There are companies with the right people that can embrace agility without the need for things like Scrum, and there are companies with the wrong people that can never be agile no matter how much Scrum they “do”.
The problem will always be people.
The problem will always be mindset.
Changing the mindset from one of command and control to one of agility cannot be done by introducing practices or frameworks like Scrum, XP, Kanban or whatever else. You will only end up like this dude on YouTube https://youtu.be/zCrn-VJmpgE/ (Scrum equals the jackhammer in the video).
First work on the mindset, then look for things to introduce to support it, be it Scrum or something else.
